Prince Harry and Meghan, Duchess of Sussex, have spoken out after two men were spotted around the U.K. school attended by their children, Prince Archie and Princess Lilibet.
School staff and the couple's security team were concerned not just that the men were nearby, but by what they appeared to be doing on the school grounds. The incident involved two young men who were seen carrying backpacks near the school attended by the Sussex children.
According to PEOPLE, both private security personnel and school staff observed the men walking around the perimeter of the grounds.

Two Strangers Caught Attention Around the School
They were reportedly seen stopping at various points and looking into the school grounds. The men were initially spotted separately. They were later seen together before returning to a white van.
Police determined that the vehicle was a rental, adding another detail to an incident that had already attracted the attention of people responsible for security at the school.
The circumstances were particularly sensitive because Archie and Lilibet were not the only children attending the school. PEOPLE understands that several American children at the school have families connected to a nearby U.S. military installation at an RAF base.
For Harry and Meghan, however, the concern went beyond the presence of two unfamiliar men near the school. But there was another detail that changed the picture of what had happened.
The Two Men Were Photographers
The men were subsequently identified as international photographers working for a European press agency, according to Fox News Digital.
PEOPLE reported that one of the men was identified by police through the driver's license used to hire the rental vehicle. That identification provided context for why the men had been around the school, but it did not ease the concerns surrounding their conduct.
They had been seen separately and together, walking around the perimeter, stopping at different points and looking into the grounds before returning to the white van.
For Harry and Meghan, the distinction between legitimate media activity and what had taken place around the school was significant.

Harry and Meghan Call the Conduct 'Extraordinarily Reckless'
A spokesperson for the Duke and Duchess of Sussex strongly criticized the photographers' behavior in a statement obtained by Fox News Digital.
"The decision by photographers to conduct themselves in this way around a school is extraordinarily reckless. There is a world of difference between legitimate media activity and photographers walking the perimeter of a school, stopping to look into the grounds and monitoring children as they go about their day."
The statement continued, "It is concerning enough that certain European paparazzi appear unwilling to respect the privacy of children at school. But to behave in this manner in these particular circumstances, and so soon after the incident at RAF Fairford, demonstrates an extraordinary lack of judgment."
The Sussexes' spokesperson characterized the episode as "an unacceptable intrusion into the privacy of children." The statement concluded, "Whatever photographs they may have been seeking, this was not only an unacceptable intrusion into the privacy of all children; it was an irresponsible and ill-considered way to conduct themselves in the vicinity of a school."
The response made clear that the couple’s concern was not simply about photographers being near the school. Their spokesperson specifically objected to the men walking the perimeter, stopping to look into the grounds and monitoring children. There was also a very specific reason the timing of the incident made the Sussexes particularly uncomfortable.

The Timing Brought RAF Fairford Into Focus
The school incident occurred roughly two days after a separate security situation near RAF Fairford in Gloucestershire. According to a Metropolitan Police news release, police received a call at around 12:45 a.m. on Sunday, September 27, concerning three suspicious vehicles that appeared to be traveling toward the air base.
Armed officers responded in the Whelford area, where five men were arrested. They were initially detained on suspicion of offenses under the Explosives Act before also being arrested on suspicion of preparing a terrorist act under Section 5 of the Terrorism Act.
The response was substantial. A 400-meter cordon was placed around the vehicles while the Army's Explosive Ordnance Disposal unit examined them.
Around 85 households were also evacuated as a precaution while authorities examined the scene. Counter Terrorism Policing said the investigation was in its early stages and asked the public not to speculate while officers gathered evidence.
The Raf Fairford Investigation Continued
The incident later produced additional details. The BBC reported that one of the five men had called 999 himself at 12:45 a.m., almost an hour before a farmer separately contacted police after seeing men in balaclavas. The farmer told the BBC it was "pure luck" that she had spotted the men after arriving home to find the road blocked and a large group of hooded and masked men.
The five men were later released on bail on Monday in what police described as an "investigative decision" that was "grounded in experience and strategy."
Police said a quantity of petrol had been found during searches of the vans, but no explosive devices were found. The RAF Fairford incident therefore remained an ongoing investigation, with the police asking the public to rely on official information rather than speculation.
It was this recent security incident that Harry and Meghan's spokesperson specifically referenced when explaining why the photographers' behavior was viewed as especially concerning.
The spokesperson said the photographers' actions occurred "so soon after the incident at RAF Fairford," describing the timing as part of what demonstrated an "extraordinary lack of judgment."
The sources do not establish any connection between the photographers and the RAF Fairford investigation. Rather, the Sussexes' concern centered on the fact that the incidents occurred in proximity to one another, particularly given that children connected to U.S. military families also attend the school.
Archie and Lilibet Had Already Experienced a School Change
The latest incident came during a period when Harry and Meghan were already trying to establish a new routine for their children in Britain. Harry, Meghan, Archie and Lilibet arrived in England on August 26, with the children preparing to begin a new school year. But, as PEOPLE reported, their school arrangements changed almost immediately.
Archie and Lilibet switched schools just two days into the term following a discussion between the family and its security team about the practicalities of their arrangements.
According to Hello!, Harry and Meghan then withdrew both children following advice from their security team. And the problem was not what was happening inside the school gates. It was getting Archie and Lilibet safely to and from them.
The School Run Became the Problem
Heavy traffic in the area and the distance between the school and the Sussexes' current home were thought to be contributing factors. At one point, their vehicles reportedly struggled to remain together in convoy. That incident raised additional security concerns.
The couple's bodyguards had checked the school during the summer holidays after Harry and Meghan decided to return to Britain. However, the team could not fully assess what the school run would be like until the first day of term.
A spokesperson for the Duke and Duchess of Sussex told PEOPLE that the decision "was taken following a discussion with the family’s security team about the practicalities of their current arrangements."
A friend of the couple also told Hello!, "It's a real shame, because they absolutely adored the school, the kids and their parents. It was perfect for them in every way, and the children really enjoyed their time there."
The friend added, "They really wanted to make it work, but they had to make a difficult decision based on the fact that the team couldn't make the school run operationally secure." A source close to the couple told PEOPLE that getting the children settled in "has been, and remains, their focus. Everything else will fall into place when the time is right."
The latest incident also comes at a particularly significant moment for the Sussexes, as questions about the family's security arrangements in Britain are once again receiving attention.
With Archie and Lilibet's school arrangements already having been adjusted because of security concerns, the circumstances surrounding the family's return to the U.K. are now coming into sharper focus — including a development involving Meghan's own security arrangements.
The Timing Puts Security Back in Focus

Harry has pursued the issue of UK security for years. He sought to have his VIP police protection reinstated beginning in September 2021 and continued his legal challenge until May 2025, when he lost at the Court of Appeal.

Following that defeat, Harry told the BBC, "I can't see a world in which I would bring my wife and children back to the UK at this point." Yet by August 2026, the family's circumstances had changed. Harry and Meghan arrived in Britain on August 26 after flying privately from California to Birmingham, according to People.
The couple has kept their Montecito home and their vacation property in Portugal, while details about their private UK residence and the children's schooling have remained closely guarded.
Their move does not mark a return to working royal life. Harry and Meghan remain private, nonworking members of the royal family, with Harry expected to devote more time to UK charities and the Invictus community ahead of the 2027 Invictus Games in Birmingham.
Their UK Return Had Been Building for Months
The children's education had been part of the conversation surrounding a possible British future long before their first day at school.
Singer Joss Stone previously told Hello! that Harry had spoken with her about schools and community after she moved her own family back to Britain from Nashville, Tennessee. "He was saying how wonderful the schools are here and how important community is for children," Stone recalled.
The family's arrival also brought fresh attention to privacy around children at local schools. The letter reportedly referred to maintaining a "safe, happy and private environment" and acknowledged that some new families could attract increased public or media attention. However, Page Six reported that the school responsible for that letter was not the school Archie and Lilibet attended.
The family's connection to Britain had already been growing before the new school term. During a July visit, Archie and Lilibet spent time with King Charles III at Highgrove and visited Althorp, the childhood home and final resting place of their grandmother, Princess Diana.
Meghan Gives a Glimpse of Their New Life
Only days before news of the school change emerged, Meghan offered followers a rare look at the family's new routine. On September 13, she posted a 35-second Instagram video featuring Harry, Archie, Lilibet, and the family's dogs, Pula and Mia.
The footage showed an informal side of their time in Britain. There were bicycles, fishing, muddy countryside walks, a campfire, and a family walk through a wooded lane. Lilibet appeared riding a bicycle with a pink-and-white doll or toy near the handlebars and a red seat or storage compartment behind her.
