A Texas jury has ordered Charles Edwin Brooks Jr. to pay a staggering $1.1 billion in what has been described as the largest verdict in U.S. history for the assault of a child, according to PR Newswire.
The ruling was delivered in Dallas County state court in a civil case brought on behalf of minor child B.S. by parents Madison Ball and Stephen Sampson against Brooks, who was once married to Ball.
The number alone is enough to stop readers in their tracks… But this story is not really about a headline figure with nine zeroes…

It is about what allegedly happened behind closed doors in 2021, and the chilling response Ball says she got when she begged for help for her son. Brooks is not just any defendant in a shocking lawsuit. Per the New York Post, he is the great-grandson of Percy Turner, one of the original investors in Humble Oil; a family link that adds an extra layer of notoriety to an already heartbreaking case.
He is also already behind bars, as Brooks had pleaded guilty to injury to a child and was sentenced to 40 years in prison.

The civil verdict that has now thrust his name back into public view includes $291 million in compensatory damages for the child, along with $810 million in punitive damages for the child and his parents. According to the New York Post, $800 million of that figure has been awarded to the boy, now 7, while each parent gains $5 million.
The Heartbreaking Incident of April 22, 2021
It is, without question, an astonishing outcome. Still, the most devastating details are not found in the dollar amounts… They are found in the allegations about the night of April 22, 2021, when Brooks was babysitting Ball's then-two-year-old son.
According to the civil lawsuit, Brooks had been entrusted to watch the toddler while Ball was at work. He allegedly told Ball he planned to visit his grandfather at a Dallas hospital and had taken the child with him. But the lawsuit claimed that the visit never happened…

Instead, what followed would become the center of both a criminal case and a historic civil battle. Hours later, Brooks allegedly called Ball and said her son was "non-responsive" after falling off a kitchen table. That alone would have been enough to terrify any parent.
But what Ball says happened next is the detail that makes this case especially haunting. Per the New York Post's report on the court filings, Ball demanded to see her son over FaceTime. During that call, she allegedly saw her toddler "barely breathing" while pleading with Brooks to call 911.

And yet, according to the lawsuit, he refused. Instead of immediately getting emergency help, Brooks allegedly downplayed what was happening, shockingly insisting the child would "sleep it off" and saying he had already put him in an ice bath in an attempt to revive him.
That claim is startling on its own. But the phone call, according to the lawsuit, became even more disturbing. Brooks allegedly threatened Ball, telling her he would severely harm her and even kill her if she called 911.
Despite those alleged threats, Ball called 911 herself. That decision, made in the middle of fear and chaos, may have been the single most important act in the entire timeline of this case.

The Life-Altering Aftermath
When first responders arrived, they found the child severely injured and unresponsive, with long-term consequences devastatingly clear. According to PR Newswire, the child suffered a severe brain injury and now requires 24-hour care.
The New York Post reported that he is confined to a wheelchair, has a tracheostomy tube, cannot walk, requires a breathing machine, and depends on intensive medical support because of the extent of his injuries.

The lawsuit also described additional serious medical conditions and lasting trauma. In one of the most emotional statements, the original court petition said:
"(The child's) life is a fraction of what it once was, and he will never grow into the strong, healthy, happy boy he should of [sic] because of Brooks' terrible, violent, horrific behavior."
That is the part of this story that lingers; not the family fortune, not the courtroom drama, not even the record-breaking payout; it is the reality that a little boy's life was permanently altered, and that his mother says she was forced to fight for emergency help while being threatened over the phone.

The Courtroom Reckoning Years Later
The legal battle stretched on for years before the jury finally reached its blockbuster verdict on March 26, 2026. After the ruling, Lead Counsel Tony Buzbee said, "We claim to value children in our society. This Texas jury stepped up and showed that. Don't mess with Texas children."
He added that he hopes the verdict will help ensure the child gets all the care he will need for the rest of his life. The case was tried by Lawyers Buzbee, Colby Holler, David Fortney, and Hall Sasnett of The Buzbee Law Firm. Brooks was defended by Lead Counsel Daniel Karp and the Dallas firm Fee, Smith, and Sharp, LLP.

After the 2021 attack, he was released on bond before allegedly cutting off his ankle monitor and trying to flee. Brooks was later found at a sports bar in South Texas.
Lawyers for Ball and the child also argued that Brooks had a criminal history, including prior arrests involving theft, aggravated robbery, gun charges, and drug possession.
He is currently serving his prison sentence, and he is reportedly eligible for parole in 2042. Brooks' projected release date is January 30, 2062, when he will be 70 years old. For now, though, it is the civil verdict that is making the loudest noise.
